Free and open source software (FOSS) simply refers to softwares (computer operating systems, applications and programs) considered to be alternatives to proprietary ones. 'Proprietary' in this context means not conforming to open systems standards, that puts a user (customer) at the mercy of the person or company (vendor) that sold the software. In this setup, user does not have the right to study, develop and redistribute the software.

Some people interchange IT (information technology) with ICT (information and communications technology), mainly because they do not know the real difference between the two terms.
IT, on the one hand, is the branch of engineering that deals with the use of computers and telecommunications to store, retrieve and transmit information. It spans a wide variety of areas that include computer software, information systems, computer hardware, and programming languages. (wikipedia.org)
